2. Introductions

Introduction of the members at the association members.
3. ICC Report - Kevin Scott
New Chapter Banner was presented to Mark Burton the current president of
the association.
Next Code Hearing will take place in Baltimore Md. The deadline for code changes will be April 24th.
The code review process is changing. This process in the past has taken two weeks. Now the process. Will only be editorial changes. This will illuminate the discussion on the floor. For example Residential Fire Sprinkler took several hours. Seminar will be for training only, no code changes. There is a new certification for a Fire Sprinkler Fitter. Brent Halladay informed Kevin Scott that we have been certifying Fire Sprinkler Fitters for a number of years through the State Fire Marshal’s Office.
The Code Action Committees are regional and have started to meet to change the code for the next cycle. You will no longer be required to go the code committee hearing you can submit your changes and they will be reviewed by ICC.
ICC is doing plan reviews –Plans are sent in and report is received back. No money is involved. Fees can be charged through the permit process.
You can order codes on the ICC Web Site and can now pre order the codes. ICC is currently behind; the codes should have been available by January 1st.

6. Fire Prevention

Upcoming budget cuts $200,000 for haz mat + 15% in the Fire Marshal’s Office
budget.
There will be a $15.00 charge for License plates. The State is working on
an updated hazardous materials course that will be use by everyone in the
state.
Holly Oil is installing a pipeline. They will be supplying a 12” supply pipe for gas, diesel and aviation fuel that will go to Las Vegas, Nevada. The potential cost of a spill from this oil line could be considerable.
There have been changes to the code related to assisted living facilities, including a description of a description of ambulatory and the need to have all people out of the facility in two minutes.
Key Boxes for elevator. Key number #6049 is the one that has been proposed for use, which would require a change in key boxes. It has been suggested that this issue be discussed with the City and the Chief of each jurisdiction. Brent will make sure that each jurisdiction will be notified of these options.

Sheila Johnson with the State called to set The Fire Marshal’s Association up as a vendor she is processing our reimbursement from DOPL. I also spoke with Richard Butz who was the building inspector who helped us get our DOPL money. He said for the first time he can remember they are distributing funds from DOPL in excess of the amount being received. They have a million dollars in reserve from previous years but this might put some restrictions on new requests in the future. We should plan to make our request for future money before the end of March of this year.
8. Membership Drive

Payson is the farthest South for current members. We need to concentrate
on getting more members there are 257 departments. It was indicated that
they would like to have more meetings in other parts of the State.
Brent Halladay spoke about the volunteer departments that do not have Fire Marshals.

10. Web Site. –Janet Herron will start the web site at a very reasonable rate, including a case of TAB. This web site will include the following: History, Minutes, and Membership Forms.
ICC Web Site - Utah ICC chapters we will be send a representative to each of the Chapters to promote a working relationship with them. He would like to get our logo on some hats and shirts.
Monica Colby and Educators Association - Residential Fire Sprinkler. They have a box that can be used to educate the public about fire sprinklers.
10. Association

Dates for the Fire Prevention Board are on the back of the Agenda. No meeting
will be held in July.
On February 10th radio frequency monitoring will be discussed. The (2) forms of transmission are required. Training will be at 08:30.
We are reminded of the I.A.A.I. Seminar February 23rd – 25th.
11. Open Discussion
– Round table - Mark Burton
Talking points from the Home Builders Association. A number of errors are
in the information that is being used to defeat fire sprinkler requirements
of the residential code.
Fire Sprinkler
Talking Points. Information is dated and not realistic; America has one
of the highest death rates of any industrial nations;
How much of an additional cost is there for the Installation of a residential
fire sprinkler system? Kevin Scott talked about the cost of these systems
1.5% or 2% of the cost of the house. Residential Sprinklers are not designed
to protect the building they are designed to protect the people so they
can get out of the house.
If your fire sprinkler system is designed with the idea that the sprinkler system is part of the plumbing system. A journeyman plumber can install this system.
We should point out the comparison of the damage between the fire hose vs. the damage done by the fire sprinkler head.
