We are still holding the USAF Funds, waiting on further instruction or a letter from Monica Colby with information that we have instructed: to whom and where the funds should be sent ($5,110.96).

It was proposed by President Burton and approved by the membership to transfer our funds back to the Firefighters Credit Union, as we can get a better interest rate on our money.

Fire Prevention Board Report

Chief Spencer reported on the following:
During the 2009 legislative session, SB 211 took the authority from the Board to adopt the State Fire Code and other standards as code and gave it to the Utah State Legislature. HB 50 increased the fee for new and renewed firefighter license plates by $15.00. This money will be used to operate the museum and provide scholarships, etc. This bill will be signed at the museum June 3, 2009 at 10:00 a.m. HB 31 provides immunity for civilians using an AED and will help locate the closest AED.

Another bill was also passed which took the responsibility for carbon monoxide detectors off of the property owner and placed that responsibility on the occupant. Matt Schwenk explained the issues to the membership.

An interim committee will be considering legislation to address novelty lighters. The legislature did provide the State Fire Marshal’s Office with an additional $200,000 for rural wildland firefighter training, $25,000 for wages at UFRA, and $75,000 to fund the Fire Safe Cigarette program. The State Fire Marshal’s Office has lost $200,000 in funding for the Haz-Mat program and will lose one and a half positions in this program, but will take $75,000 from State grants to support this program and protect it from further losses.

The Board received training from Lana Taylor, Assistant Attorney General, on the impact from SB 211 and gave our annual training on the Open Meetings Act.

The Board heard a presentation from Mark Luthi of Salt Lake City Fire, asking the Board to pursue legislation requiring certification for those that use flame before a proximate audience, both operators and performers. The Board directed the Fire Marshal’s Office to pursue this legislation. The State has adopted Bill 160 a couple of years ago. Brent Halladay said this new legislation will be under the fireworks rules.

Chief Scott W. Adams, Park City Fire District, updated the Board on the review of the 2009 edition of the International Fire Code. The review is on schedule and the committee will have a recommendation to the Board in time to make a recommendation to the state legislature.

There was a presentation to the Board by Chief Deputy Brent Halladay on the changes to NFPA 101, Life Safety Code, 2009 edition. All of the questions relevant to the adoption of this edition have been addressed and answered with the exception of Section 101-19.4.2, which would require the U of U Medical Center to complete their fire sprinkler system within the next twelve years. As the U of U has not had an opportunity to speak to this requirement and as they are the only ones affected, action on this item was postponed to the next scheduled meeting of the Board. The fire marshal was directed to contact the U of U and seek their input.

Harvey Boyd, airport architect with the Salt Lake City Department of Airports, made a request to amend IFC Section 1008.1.8.6, which would allow a delayed egress on exit doors which serve waiting areas in transportation terminals. The Board gave some direction to Salt Lake City Fire Department on how this issue might be resolved, and no action was taken.

Code Committee Report

The Code Committee has been very active. We are meeting the first and third Tuesdays of the month with the Unified Code Council and the Architectural Committee. The Fire Marshal Code Committee hopes to be finished reviewing the 2009 IFC by June so they can forward their review and comments to the Fire Prevention Board and both the Unified Code Council and the Architectural Committee. They are currently up to Chapter 9. Chief Adams told the group that an errata had been issued to the 2009 IFC and IBC (see here). Chief Adams also pointed out that the information we received requires that the legislature approve any codes affecting state or local jurisdictions. Brent Halladay said this might affect the building folks more than the fire, as the building code is a mini -max code where the fire code is not. The local jurisdictions can make a more restrictive code, but they need to forward this on to the State Fire Marshal’s Office.

Chief Humphrey mentioned the recent LP gas training and thanked Brent Halladay for setting that up for us. It was an excellent class. Chief Humphrey stated that they were going to delay the medical gas class; this is a four-day class and is near the end of most financial periods.

Chief Humphrey brought up the idea of a one-day class in June on alarm requirements. They will try to get the Larry H. Miller facility at the Salt Lake Community College for this training.

Association Business

NFPA Conference – Chicago: The membership authorized expense reimbursement for Secretary Berg’s travel to the annual meeting and conference in Chicago. Secretary Berg will represent FMAU at the IFMA Chapter Presidents Meeting. NFPA will cover airfare expenses for this meeting.

DOPL Grant Funds – Restrictions. Original training approved by DOPL, September 10th & 11th, 2009 (update of the State-adopted IBC, IRC, and IFC 2009 Codes). January 14th and 15th in St. George, Utah, will be Fire Sprinkler Plan Review and Inspection of the State-adopted IBC, IRC, and IFC 2009 ICC Codes.

Significant changes to the 2009 IFC books for the Code Committee. The membership approved the purchase of these books for each member of the Code Committee. The books cost $35.95 per copy.

Open Discussion – Roundtable

Society of Fire Protection Professionals (SFPP) Meeting: Chief Adams announced that the SFPP will hold its next meeting on Thursday, May 28, 2009. This will be at the Columbus Center in South Salt Lake City, starting at 2:30 p.m. The SFPP will be discussing as part of their meeting the code adoption process and how amendments, both locally and statewide, are made to the state-adopted building and fire code. Chief Adams encourages all to attend and participate.

Brian Thatcher, Second Vice President of the IAAI, wanted to know who in the group would be going out to the annual seminar. They said they just made their budget this last year.
